Stakeholder Delphi Workshops

The second data collection technique, which yields data of intermediate depth and precision at lower cost than a stakeholder census, draws information from one or more workshops. During such a workshop, participants use low-tech tools—including paper, stickers, felt pens, and (for illiterate participants) props such as figurines and stackable plastic discs—under the guidance of a PRIMA facilitator to discern stakeholders’ attitudes, opinions, and goals; social ties to other stakeholders; and degree of influence (or “power”) infusing the relationships within the stakeholder network.
