Data Collection

The first step in the data collection phase is the compilation of data on stakeholders’ attitudes, issue positions, issue sensitivity, and linkages to other stakeholders. We use these data to construct standardized, stakeholder-specific measures of (1) the level of SLO granted, (2) issue sensitivity, and (3) power. Though we are willing to rely on existing client data to the extent possible, it is usually necessary to supplement such data.

We employ four data collection techniques to varying degree. The specific choice of techniques depends on the quality of any data already possessed by the client, the financial resources devoted to data collection, and (if applicable) the extent of the trade-off between data quality and acquisition cost deemed acceptable by the client.
